Executive Order 14276, Restoring American Seafood Competitiveness
Executive Order 14276 on Restoring American Seafood Competitiveness was signed by President Trump on April 17, 2025. The EO aims to “address unfair trade practices, eliminate unsafe imports, level the unfair playing field that has benefited foreign fishing companies, promote ethical sourcing, reduce regulatory burdens, and ensure the integrity of the seafood supply chain.” Section 4 of the order directs each Regional Fishery Management Council to provide updated recommendations that reduce burdens on domestic fisheries and increase production, building on lists first developed in 2020 under Executive Order 13921 (see below). Recommended actions should stabilize markets, improve access, enhance economic profitability, and prevent closures. The Councils’ lists of recommendations were due to NOAA Fisheries on September 30, 2025.
Executive Order 13921, Promoting American Seafood Competitiveness and Economic Growth
Executive Order 13921 on Promoting American Seafood Competitiveness and Economic Growth was signed by President Trump on May 7, 2020. The EO required each Regional Fishery Management Council to submit a prioritized list of recommended actions to reduce burdens on domestic fishing and to increase production within sustainable fisheries. The Councils’ lists of recommendations were due to NOAA Fisheries on November 2, 2020.
